The U.S. General Services Administration, the procurement arm of the federal government, released draft RFPs June 1 for Alliant, a governmentwide program to support and upgrade the federal IT infrastructure. Alliant IT spending is expected to total more than $65 billion over 10 years.

The initiative includes $50 billion in Alliant GWACs (Governmentwide Acquisition Contracts) to be awarded openly to 25 to 30 companies, and $15 billion in Alliant Small Business contracts, open only to small service providers, the GSA announced in a statement.

The draft RFPs (requests for proposal) contain technical requirements and specifications, including a Department of Defense/Federal Enterprise Architecture alignment approach, which allows agencies to choose from directories of product categories instead of grocery lists of specific products for a project.

This approach is necessary, GSA officials said, because products and services are likely to change over the life of the 10-year contract.

The GSA will receive public comment on the draft RFPs until June 30. Final RFPs will be dispersed in October with contracts to be awarded beginning in summer 2007, the agency said.
