Google Commits €13B to Finland for AI Infrastructure Expansion

Google’s €13 billion Finland investment expands AI and data center infrastructure, with new opportunities for suppliers and cloud partners across Europe.

Google is putting its biggest European investment yet into Finland.

At least €13 billion will go into data centers and supporting digital infrastructure during 2027 and 2028, expanding Finland’s role in Google’s European infrastructure as demand for AI computing grows. Spending at that scale also brings a wider set of technology and infrastructure providers into the project.

For European cloud partners, the effects could extend well past the facilities themselves. New capacity, supplier relationships, and supporting infrastructure can eventually shape where customers run AI workloads and which services they need around them.

Northern Finland takes a larger role in the buildout

Google already operates a data center in Hamina, while its new Finnish infrastructure plan extends to Kajaani, Muhos, and Vaala. Expansion across those locations adds another major project to Europe’s growing data-center construction pipeline.

The company projects the buildout will support more than 37,000 jobs nationwide, including about 16,000 construction roles. Once the facilities are operating, Google estimates they will support about 7,000 jobs annually through direct employment and companies supplying equipment and services.

Finnish suppliers are already tied to the expansion

Elisa, a major local telecom provider, is supplying connectivity for the new data centers, while Nokia is working with Google on optical and IP networking. Both companies already sit inside a much larger Finnish supplier base connected to the multi-billion expansion.

More than 600 Finnish suppliers worked with the Hamina operation from 2023 through 2025 across construction, operations, and network infrastructure. Existing relationships give the new projects a local technology ecosystem to draw from as spending moves into additional locations.

Power planning is already underway. Google worked with Fingrid and Business Finland to select northern sites near existing grid infrastructure and has signed a 22-year agreement with Fortum tied to the Loviisa nuclear plant. 

Wind contracts and a planned 94 MW battery system near Kajaani add add further energy support around the buildout, reinforcing how energy procurement is becoming part of large AI infrastructure planning.

European cloud partners should start with customer workloads

Google Cloud-focused systems integrators and MSPs serving European enterprises should begin with customers already facing compute availability constraints or planning larger AI deployments. Map how much capacity each customer expects to need and when, then assess whether future Finnish infrastructure could fit its data-location and performance needs.

Services work does not have to wait for new capacity. Partners can prepare customers by improving data readiness, reviewing access controls, and designing migration paths that remain useful across deployment locations. Existing Google Cloud partner programs also give SIs and MSPs a route to align those capabilities with AI consulting and managed services.

Google has not specified how much additional customer-facing compute the investment will create. Partners should confirm service availability, accelerator access, and support commitments before changing customer architectures around Finland or promising delivery dates based on the investment alone.
