Europe’s biggest AI data centers are going where the power is.
France, Portugal, Finland, and Norway are attracting some of the continent’s largest planned AI campuses as developers seek sufficient electricity, land, connectivity, and cooling to support hundreds of megawatts of computing capacity. The projects show how energy availability is starting to reshape Europe’s traditional data center map and where new cloud and AI infrastructure could emerge across EMEA.
Europe’s AI buildout is moving with the power
According to Recharge, which teamed up with Aegir Insights to map Europe’s 20 largest data center projects under development, those projects represent just over 15 GW of planned capacity. Eighteen of the 20 are intended for AI development.
Only nine of the 20 projects are known to have an agreed grid connection.
Aegir Insights data center analyst Maria Ávalo Gadea told Recharge that a data center can be built in roughly 18 to 24 months, while a transmission connection typically takes seven to 10 years and can stretch to 13 years in the most congested markets. That gap is making access to electricity a key factor in where new AI infrastructure can be built.
Euronews said that Europe’s traditional data center footprint remains concentrated around Frankfurt, London, Amsterdam, Paris, and Dublin, known as the FLAP-D markets. Germany had 529 data centers in 2025 and the UK 523, compared with 322 in France and 298 in the Netherlands. However, facility counts do not account for differences in size or computing capacity.
The scale of that buildout becomes clearer when looking at several of Europe’s largest planned AI data centers and the power strategies behind them.

France is building at gigawatt scale
France has several of Europe’s largest announced AI developments.
MGX said the Paris AI Campus is targeting up to 1.4 GW. The project is being developed by a joint venture involving MGX, Bpifrance, Mistral AI, and Nvidia, with EDF and French transmission operator RTE among its infrastructure partners.
Another major project is taking shape in Bosquel, where SoftBank and Sesterce are planning a 1 GW AI campus. The development is part of a wider SoftBank plan to build several gigawatts of AI data center capacity across France, although the announcement did not detail the campus’s electricity mix.
DATA4 is also expanding in northern France with a 700 MW campus in Escaudain, backed by €5 billion in investment. The operator has separately secured electricity from EDF’s existing nuclear fleet to supplement its wind and solar agreements across its French infrastructure.
Portugal and the Nordics compete on energy
Portugal’s SINES Data Campus combines scale with a defined energy strategy. Start Campus plans 1.2 GW of IT capacity across six buildings, with 100% renewable electricity and a seawater cooling system designed to reduce dependence on freshwater.
Finland is attracting similar projects. Pure DC’s SJK01 campus in Seinäjoki is designed for more than 550 MW of IT capacity and has access to over 700 MVA of renewable power. Direct-liquid cooling and waste-heat reuse are also planned.
The Finnish market is drawing hyperscalers, too.
According to Fortune, Google recently announced at least €13 billion in AI infrastructure investment for 2027 and 2028 and signed a long-term nuclear power agreement with Fortum. Microsoft and TikTok are also expanding their Finnish data center footprints.
In Norway, OpenAI’s Stargate Norway project is initially planned for 230 MW, with an additional 290 MW of potential expansion. OpenAI says the Narvik facility will use 100% renewable electricity, with hydropower, energy availability, and the cool climate contributing to the choice of location.
What the buildout means for EMEA channel partners
The infrastructure opportunity extends well beyond the data center owners.
High-density AI environments require GPU systems, high-speed networking, storage, liquid cooling, power distribution, backup systems, cybersecurity, monitoring, and maintenance. Integrators and managed service providers can also help connect that underlying infrastructure with enterprise cloud and AI deployments.
Europe already has a growing operator ecosystem. Data Centre Magazine points to Vantage as a major player in gigawatt-scale AI infrastructure, alongside continental operators such as DATA4 and AI-native infrastructure providers such as Nebius.
For EMEA partners, the biggest change may be geographic.
Europe’s next major AI hubs will not necessarily be the markets with the most data centers today. Increasingly, they will be the places that can secure enough electricity, cooling, and connectivity to bring hundreds of megawatts of AI capacity online.
