Huawei is taking its AI chip ambitions abroad.
Huawei has submitted a bid to build AI data center infrastructure for the Egyptian government, proposing 2,008 Ascend processors and a 12-month deployment plan, according to Bloomberg.
The proposal includes 1,408 Ascend 950-series chips for an AI training cloud, plus another 600 chips — either Ascend 950s or older 910B processors — for two inference clusters that would run trained AI models. Egypt has not announced a winning bidder.
If completed, the project would represent the first publicly confirmed overseas export of Huawei’s Ascend accelerators, according to Bloomberg, following more than a year of efforts to secure foreign buyers. It could also create opportunities for integrators, infrastructure suppliers and software partners supporting an Ascend-based AI environment. The company has struggled to produce AI chips at scale because US restrictions have limited its access to advanced chipmaking equipment.
For Huawei, therefore, Egypt is about more than a relatively small shipment. A successful deal would show that foreign governments are willing to build AI infrastructure around its hardware and that Huawei can supply it.
Washington explores a counteroffer
Washington is exploring a response, although no competing US bid has been confirmed. Bloomberg reported that the State Department contacted Nvidia, AMD and Microsoft about forming a US consortium to submit a competing proposal. None of the three companies has confirmed that it will participate.
“Egypt is one of dozens of countries with whom we are speaking about US technology leadership on artificial intelligence,” a State Department spokesperson said, per Bloomberg. “American AI benefits the world,” the spokesperson added. The US “stands ready to partner with countries on AI development and deployment in ways that respect sovereignty and expand capabilities.”
Washington also has another source of leverage: AI chip shipments to Egypt have required US approval since 2023. The licensing process gives Washington potential leverage over which US-designed processors can be supplied and under what conditions, although Bloomberg said it is unclear whether officials have raised that issue directly with Cairo.
The surveillance question
Huawei’s proposal also brings a more sensitive technology issue into the competition. The company is partnering with iFlytek, a Chinese AI and voice-recognition company whose technology has been associated with government surveillance programs, according to Bloomberg. Huawei and iFlytek were separately added to the US Commerce Department’s Entity List in 2019.
The proposal reportedly includes vehicle and individual recognition linked to a national population database, along with a broader “situation awareness” system. Bloomberg also reported that examples of “basic video applications” in the 102-page presentation carry the insignia of China’s Ministry of Public Security.
A US counteroffer could give Egypt more leverage
If US technology companies submit a rival proposal, Egypt could gain something it has lacked in the AI infrastructure race: competing offers from two technology ecosystems.
The country’s second national AI strategy aims for AI to contribute 7.7% of GDP by 2030, but Egypt does not produce its own advanced AI processors. Its choice could therefore influence not only the immediate data center project but also which technology standards, suppliers and AI ecosystem it builds around.
Huawei’s proposed 2,008-chip deployment is small compared with the computing fleets operated by leading Western AI companies. But that may make the project strategically important rather than technically huge.
For Huawei, a small first deployment could provide a foothold from which to pursue larger government and enterprise contracts across Africa and the Middle East. For Washington, losing such a deal could hand Beijing an early win in a region where US AI infrastructure diplomacy is still developing.
The decision will test more than Huawei’s chips. For channel partners, it could determine which vendors, integrators and software providers gain an early foothold in Egypt’s developing AI ecosystem. The next development to watch is whether Nvidia, AMD and Microsoft agree to participate in a rival US bid before Egypt selects its infrastructure partner.
