Broadcom Launches CBX Platform as CISPE Files Complaint

Broadcom debuts its CBX security platform as CISPE files a competition complaint over VMware partner changes impacting European cloud providers.

Broadcom has launched a new cloud-based security platform while facing a fresh antitrust complaint in Europe tied to its VMware partner strategy.

The company introduced Symantec CBX, an XDR platform combining Symantec and Carbon Black technologies, as the Cloud Infrastructure Services Providers in Europe (CISPE) filed a competition complaint over Broadcom’s planned changes to its VMware Cloud Service Provider program. 

Broadcom debuts Symantec CBX XDR platform

Broadcom has announced the debut of Symantec CBX (Carbon Black XDR), a cloud-based platform that combines Symantec and Carbon Black technologies into a single solution.

The CBX solution combines Symantec’s prevention, Adaptive Protection, Data Security, Cloud SWG, and Incident Prediction features with Carbon Black’s EDR technology for visibility, threat detection, and rapid response across attack surfaces.

CBX unifies endpoint, network, and data security with AI

The platform delivers advanced security across endpoints, networks, and data. It is tailored for organizations that face enterprise-grade threats but aren’t equipped with an enterprise-grade SOC.

Among the features gained by security professionals and partners are:

  • Unlock advanced protection: CBX makes enterprise-grade capabilities like secure web gateway (SWG) filtering, sensitive data scanning, and comprehensive prevention accessible to smaller organizations without the resource requirements, custom implementation complexity, or dedicated teams that those solutions typically require.
  • Speed up investigations and responses: The CBX platform uses AI to correlate signals across multiple attack surfaces, rather than generating separate, low-fidelity alerts. It automatically links security events into high-confidence incidents, helping SOC analysts quickly shift from alert to investigation and response.
  • Adversary activity visibility in a single pane: It provides integrated visibility across attack surfaces using a single Threat Tracer interface, which allows analysts to visually trace an attacker’s complete workflow and understand where they came in, how they did it, and what data they accessed across endpoint, network, email, and cloud environments.
  • Preventing LOTL attacks before they begin: CBX incorporates Symantec Adaptive Protection, which alerts and can automatically block anomalous use of legitimate software that attackers leverage in Living-off-the-Land (LOTL) attacks.
  • Leverage AI-powered guidance for faster response: It includes Incident Prediction capabilities that predict an attacker’s next four to five moves so security teams can shut down attacks before damage is done. The platform also provides the new SymantecAI Security Assistant trained on threat intelligence, analytics, telemetry, and documentation to help analysts investigate incidents, classify attackers, match ransomware TTPs, and surface remediation guidance.
  • Upskill your team with AI-driven insights: CBX enables team members to see and understand what’s happening and why. It incorporates Symantec’s Incident Summaries, allowing CBX to save security analysts time while helping analysts understand the implications of every incident.

CISPE files EU antitrust complaint over VMware changes

CISPE’s competition complaint is in response to Broadcom’s signalled termination of its VMware Cloud Service Provider program in Europe, which CISPE says came on top of price hikes, bundling, and demands for up-front payments and minimum commitments based on potential rather than actual usage.

In a complaint filed with the DG Competition, CISPE states the unilateral decision to terminate its VMware Cloud Service Provider program in Europe “removed all, but a tiny minority of hand selected partners and executed most European CSPs from selling VMware products.”

CISPE says the result is that customers are deprived of access to and choice of VMware software, and many vendors are seeing significant revenue declines.

“Both cloud providers and their customers are being irreparably damaged by Broadcom’s unfair actions,” said CISPE Secretary General Francisco Mingorance.

Broadcom disputes complaint, defends VMware strategy

Broadcom fired back at this complaint with a spokesperson stating: “Broadcom strongly disagrees with the allegations by CISPE, an organization funded by hyperscalers, which misrepresent the realities of the market.”

According to CISPE, this action by Broadcom will force many European CSPs to exit the market and create virtual monopolies in some markets with vendors entirely dependent on Broadcom.

CISPE is calling for interim measures to mitigate potential damage to Europe’s cloud vendors, partners, and public sector organizations. CISPE requests:

  • Immediate suspension of Broadcom’s termination of its VCSP partner program and the readmittance of European cloud service providers, allowing them to continue to sell VMware.
  • Reintroducing the ‘white label program’, which was ended by Broadcom in 2025 and previously allowed SME and smaller cloud providers to offer VMware software as part of their cloud solutions.
  • Explicit protections against retaliation by Broadcom are required as part of the CISPE’s proposed interim measures, and a system of fines is to be enforced to ensure compliance with these terms.

VMware changes continue to show ripple effects in global virtualization market

If upheld, CISPE’s complaint could force Broadcom to reverse course on its VMware partner strategy in Europe, with broader implications for cloud competition, partner ecosystems, and enterprise customer choice.

The case adds to growing scrutiny of Broadcom’s post-VMware acquisition strategy, particularly as partners and providers weigh the long-term impact of pricing, bundling, and program changes.

Broadcom, for its part, remains committed to those partners it has retained in the new program structure and has previously explained its reasoning at length.
